Cotter served as owners representative for the new multi-modal transit center in Normal, IL. This four-story, red brick structure houses a transit center on the first floor, the Town of Normal City Hall on the upper three levels, and an attached four-story parking deck with 380 short-term spaces available.
Project funding came from multiple federal and state grants and local public bonding sources, each with their own reporting requirements. This required Cotter, as owner’s representative, to provide project management and oversight with specialized reporting and meticulous financial controls to comply with various grant requirements.
Additionally, Cotter provided enhanced commissioning services for the facility, which help the project achieve LEED Silver certification.
